Is "tcsh" available as a login shell?
This is my personal preference, but it doesn't appear to be installed. I see "csh" there, but it's not the same.
Is there any possibility of getting "tcsh" installed?

I don't see it either. You can file a request in JIRA to have it installed: https://jira.toolserver.org/. You'd want the "Toolserver" project, I think. I'm not sure how quickly installation requests are being handled lately, though. It may be a wait.
If you want tcsh set as your login shell, that'd be a separate ticket in JIRA. Only roots can do that on the Toolserver.
