Is it able to give a project its own domain one day while the project will still be a Toolserver project with proper TS attribution/promotion? There's no Wikipedia DB replica in Belarus, so downloading dumps would not be the best approach in my planned project. :)

Looks like you are taking the wrong approach. What is your planned project? What are you trying to solve?
