A good way to check if a library is available is to just try importing it from the python CLI.
For example: grphack@nightshade:~$ python Python 2.7.1 (r271:86832, Jan 4 2011, 13:57:14) [GCC 4.5.2] on sunos5 Type "help", "copyright", "credits" or "license" for more information.
import lxml import genshi
Since I didn't get an ImportError, I know those two libraries are already available.
