I tried to do a bit of an A/B test, targeting the SNL post by topics (people who the show, sketch comedy, NBS, Lorne Michaels) so we could compare it to the movie star post, which was targeted to India. But the interest targeting didn't stick. It went out to everyone. : ( We can try an A/B test again soon.
In general I think you geo target when your guess is that people in other countries wouldn't really care; you target by interest when you think people with those interests really would care.
