Let's aim to make mistakes quickly on this list, without regret. The
faster we make mistakes, the faster we will work them out.
1) divide the standard notice text into sections, so we can piece
together future messages without being fluent in the target language.

2) send out another notice about the English WQ3 next week, and ask
people again to sign on to the mailing list
3) send out a third notice when the first set of translations are done.
Sounds
reasonable. 1 and 3 can be reusable. NNN and MMM can be written
with arabic number...And people like a brief notice in general ...
