Commonscat.py should ignore the case of the first letter:

It should also ignore trailing spaces at the end of the template:
http://en.wikipedia.org/w/index.php?title=AIGA&diff=prev&oldid=4516…
And underscores:
http://en.wikipedia.org/w/index.php?title=AIGA&action=historysubmit&…
