Further progress depends a lot on third-party activities (especially

), the Public Access policies of several U.S. Federal Agencies are
also likely to affect the OA Signalling project - both NASA and the
Agency for Healthcare Research and Quality (AHRQ) have opted to work
with NIH's PubMed Central:

This also means that they will be using JATS, the XML format in use at
PMC, and the basis for our full-text imports into Wikisource, as per

Along with the Open Access Media Importer (which now stands at about
19k files), this tool has discovered many issues with JATS that are
now being worked on in the framework of the JATS for Reuse working
group at
http://jats4r.github.io/ , which will present its activities at the
upcoming JATS Con (which prevents me from attending the Norway event),
as per

Finally, it's probably worth mentioning WikiProject Wikidata for research

which has produced a publicly drafted and openly licensed proposal for
the EU's Horizon 2020 program at

and resulted in a number of meetups, e.g.

last week. Access to the scholarly literature is a key component
