Could someone in the state/ region reach out to them, please?
no GLAM or EDU person nearby. responded on twitter maybe we can edit remotely as a COI case study article looks pretty good, better than start.

What Jim says may be accurate. The nearest Wikipedian I know who likes to do in-person outreach is 1500 km away from this place.
They could try to find someone in the WikiProject Utah space but so far as I know, there are no Wikipedians there in touch with outreach people.
