I can import pages to meta if there is any useful
history to keep. Maybe
for the rights log page anyway? The question will be where those pages
should go on meta.

Once the useful content is all located at meta/wikitech, I suggest
locking (or similar)
countervandalism.net, so that old bookmarks will
still work/redirect, and edit history attribution is accessible, but people
aren't confused by outdated info and instructions.
Note: I am a newcomer to most of this, so apologies (and let me know) if
I've missed something obvious, but hopefully my fresh eyes can help clean
up some dusty and confusing corners. :-)
