My VPS host https://horizon.wikimedia.org/project/instances/43d3e9f2-b7d5-4a51-92b6-6a636839d66f/ is running debian buster. What's the best way to migrate to a newer image? I've already spun up a bullseye instance https://horizon.wikimedia.org/project/instances/ffae23a6-47bf-4c76-bfd2-d6b7d2cf495b/. Is there some easy way to move all my data to the new machine, or should I just copy it over manually with scp or something like that?
Depending on how much you have to copy, using a volume might be a little quicker? (i.e., mount it on the old instance, copy the data to it, remount it on the new instance, copy the data off)

Yep, you might also just use a volume for the data, and then next time you just have to umount from the old instance and remount on the new one.

Putting it on a volume sounds like a plan, thanks. For now, there wasn't a whole lot of data, so scp was good enough.
What should I do with replica.my.cnf? Should I just copy that over to the new instance, or is it host-specific?

Copy it over. You would have copied it from a Toolforge tool originally as we do not have a mechanism for creating database credentials for Cloud VPS projects/instances.
