[Cloud] Eliminating Debian Stretch in Cloud VPS

What's the best way to do this? I noticed a rebuild instance option and tried it to upgrade to bullseye. It processed for awhile, rebooted, and says the instance based on the bullseye image, but I don't see that it upgraded anything.
