[Analytics] Rsync between stat* and notebook* to allow only pull

Hi all,

Next week we plan to merge a change that will modify the way rsyncs are allowed between stat* and notebook* servers. Previously, you could pull or push between these boxes; the new change will make it so that only pulls are allowed. This means that you can no longer rsync from the local server to a remote server. You must rsync from the remote to the local.

I plan to merge this on Monday January 7th. If you have any scripts or crons that might be affected by this change, please update them accordingly.
