(Not my area, but being a Wikipedian and commenting anyway): Re the unified dashboard, https://gerrit.wikimedia.org/r/#/c/131954/ is attached to the mingle card, and no reviewers have been assigned. So, I'd suspect the blocker is "people being asked to review the patch".
