However, I have managed to put together a Call for Volunteers for a Spoken Language Interest Group which is chartered with an alternative goal to figure out what to ask for here on this list.

Is anyone else working on an open source text chatbot based on Wikidata?
I can offer no promises about how much it will teach you about Wikidata or Natural Language Processing, but a good starter task would be e.g. https://github.com/dbpedia/GSoC/issues/11
I have updated https://phabricator.wikimedia.org/T166929 and plan to update the SLIG for the first time in about a week.
