Cross-namespace redirects would be undesirable, but a classic task for a bot
to deal with (simple, uniform, machine managable).

The other one's fairly easy too. Edit [[MediaWiki:Noarticletext]] and add
something to the effect:


{{#ifeq:{{NAMESPACE}}|0|You can
[[Special:Search/intitle:{{PAGENAME}}+namespace:999|search for a draft of
this article]] or for [[Special:Search/{{PAGENAME}}+namespace:999|drafts
mentioning "{{PAGENAME}}"]], or [[Draft:{{PAGENAME}}|start a draft page
yourself]] if you are new to Wikipedia|}}.......

*Translation:* If the page a user has tried to access but doesn't exist, is
in mainspace, then offer then options to search for drafts where the title
includes the term or which mention the term in the draft, or create the
draft in draftspace as [[Draft:PAGENAME]].

This is in addition of course to usual options which would then continue:
"If you are experienced at editing and wish to directly create an article
without a draft..."
