I'd like to ask for clarification, then. Is the issue about
actual messages floating around that shouldn't be there for external
wikis? Or simply the fact that if the language file was made totally
install neutral, there'd have to be a lot of work to get the messages
in-line with Wikimedia's policies (an in-house tool)?
