I am interested in where the community consultation for this change has
taken place, and seeing the broad consensus that arose for imposing upon
the wikis.
I am also interested to seeing more reliable information provided in what
is meant by "copyright tags". At present the information that I have seen
presented doesn't seem satisfactory.

Copyright tags is defined as having the page mediawiki:licenses not be
empty. There is no check for that page actually having legit copyright
tags, only that it has content.
