The original idea was to reuse this list for a photography competition, it has already
been used for some image finding exercises. That said last I looked about a third had an
image already on commons if you searched. I'll clarify that prizes are for significant
effort such as taking a photograph or creating a map.
I thought WMUK would be interested because of your objective about addressing content
gaps, and I was hoping for some publicity such as an email to WLM2014 participants. But no
problem if WMUK don't want to be involved.
Good point about photography and weather, summer 2017 probably does make more sense.

As WMUK is mentioned on the project page I thought it might be worth providing a
viewpoint on it. If we were to support it, by providing prizes for example, the contest
would need to tie into the charity's strategic framework. In which case the contest
might need more development.
It's not clear whether people are being asked to upload their own photographs or add
images already on Commons, or whether both approaches would be allowed. Since the goal is
to reduce the number of articles without pictures, there is the WDFIST tool which can
search for images in use through Wikidata and FIST which can search for images on the
likes of Flickr and Geograph. Magnus Manske has left a few links on the talk page to help
shorten the list.
The ease of judging depends on how many entries there are. If this gained momentum it
might be possible to end up with thousands of images in which case there would need to be
a way to share the judging load.
If people are being asked to take their own photos, October and November are not the best
months for photography. By the end of November you are down to a little over 8 hours of
daylight, the sun will be rather low for a good portion of that, and the weather will be,
well, British. In which case another time of year would be preferable. That would also
allow some clear water between Wiki Loves Monuments UK and another kind of photography
contest.
If this was to take place around May or June it would allow more time for planning and
getting some easy wins with the Free Image Search Tools. This might also open up the
possibility of piggy backing Wiki Loves Earth if there is a large proportion of natural
sites left.
