Before anyone gets too set in stone about official requirements, while
using 2008-09 as a bssis may be fine, these things are going to be
discussed heavily in the coming weeks as 2008's post mortem reports come
in and the 2009 jury and 2008 planning, scholarhips & local teams have a
chance to meet and discuss it. So don't consider the requirements of 08
and 09 set in stone for 2010.
