Any community member here from Kannada Wikipedia?
I would like to understand the outcome of CIS work there.

lists one of the lessons learned as follows:
//Single-session, general-audience outreach has negligible impact
everywhere (for example, just giving a single talk about Wikipedia to
whoever shows up—the conversion rate to editors is tiny, and yet we keep
*doing* it".//
(Do give a full read of that whole section 1.3 Lessons learned)
Yet, CIS seems to be repeating sich negligible impact outreach programs
many times in March and April 2014. This includes Tulu workshops where
there is active editor community at all.
To quote Asaf again:
//So just what *has* the Foundation learned about the criteria for funding
successful activities? Bartov first talked about a fundamental prerequisite:
"The *sine qua non* of most programs is a core of self-motivating active
editors. Most of the things you want to do, most of the things chapters in
the global north are doing, depend on this core. It can be as small as four
or five people, but those people need to be actual active editors ... who
edit because they like it, they enjoy editing Wikipedia or Commons, they
get it, and they are inherently committed to our principles like NPOV; not
people who are editing because there's a contest on and they want to win
the laptop.
"Where that core doesn't exist, it's very hard to deploy any other type of
program. If you want [a GLAM partnership] with the National Museum of
Cameroon ... how are you going to deliver on what you promise the museum if

The only outcome of such initiatives seem to be PR material like this:

where Pavanaja quotes as follows:

students of Christ University, Bangalore, were trained in editing at a
workshop held in January this year.//
And when you look at Kannada Wikipedia stats, the user activity has
returned to pre-education programme levels within a month

So, I would like to understand why the wheel is getting reinvented again
and again with an insane budget besides documented evidence of WMF's
learning on this.

In a previous thread there was discussion if Wikidata items without
associated articles are permitted and makes sense. In the office-hour I
asked Lydia to comment.

items that are well linked to other items or complete a list ?

more than wikipedia for example
So it is "officially sanctioned" we can and do have items in Wikidata that
are not (yet) linked to any Wikipedia article. They will not be deleted
when they link other items or when they include statements that show
relevance/ notability.
Effectively we can add a presence for all members of the Lok Sabha and add
links as and when they become available.

Hi all,
As everyone is aware, Results of general elections are going to be
announced on 16th of this month.
In this regard, we are planning for a Wikidata labelathon for Indian
parliamentarians who are declared win - constituency wise in these
elections.
This will involve creating label for each parliamentarian and a description
that says which constituency, state and party that politician is from.
This will ensure that each language has at least a single line about each
of the elected public representatives.

happens in all Indian languages.

Fellow Wikimedians,
As you all know, Center for Internet and Society, Bangalore has sought
funding of about *1.8 Crores* through the FDC process from Wikimedia
Foundation to carry out work on seven local language projects in India that
includes Kannada, Telugu among others. [1]
The funds primarily cover the salaries of the people belonging to the
CIS-A2K team among other administrative expenses and other expenses as
outlined on their proposal page.
The proposal was up for Community review and comments until April 30th and
many have recorded their response about it [2]. Several community members
have come forward in pointing out that the staff salaries being paid and
that being proposed - are quite on the higher side (which is up to 2.4
Lakhs per month per person).
Apart from the concerns on extremely high salaries for Indian norms of the
team members of CIS-A2K team, there have been some serious concerns raised
about some apparent Conflict of Interest [3] and non-compliance with the
local laws (mainly Karnataka Societies act and the Foreign Contribution
Regulation Act).
However, looks like the proposal has moved forward through the FDC process
for funding despite the concerns raised and has gotten through to the next
stage.
