If you notice on our verification tool, we test if there is such a
category so we can place it there instead. Otherwise it gets categorized
in "Churches in district of xxxx",
"district of xxxx" etc

I do not mean necessarily creating these categories in advance. What I
mean is that if more than one photo of a monument X have been uploaded, it
is an obvious candidate for creation of a category "Monument X". If we have
say more than 5 pictures of a monument, and the category has not been yet
created (do we have such cases?), the creation should be a high priority.
If someone can compile the list of the monuments with 5 pictures and more
without a separate category on Commons I volunteer to create the
categories. I am not sure though whether it is easy to identify
authomatically whether such category exists.
