If you think some registered user is logging out and anonymously causing trouble, then CU the IP range and then use "get users" on the IP range. With #2, the autoblock only blocks their one IP so they can log out from 59.91.254.10 and when they reboot their internet, it will send them to another IP like 59.91.254.32 and that won't be autoblocked so they can carry on. Explicitly using CU to dig up their IP allows you to explicitly block the whole rane to stop this.
