[Wikipedia-l] Central bibliography

It seems like a good idea, but I'm not so sure if using actual tags
would be the right way to go. Tags would allow content to really be
done dynamically, but currently using templates that call the cite
templates seems to be the easiest way, and a system for indexing such
templates and encouraging the creation of others would be simpler to
implement.
