It is not sensible to apply a rule which is designed to help deal with
borderline cases and very small language groups to cases of major
languages with tens of millions of speakers.

It was perfectly safe to start de.wikipedia.org and ja.wikipedia.org
secure in the confidence that people would get involved quickly
enough.  This is much less true for very small language groups.

If you wonder why people find you annoying, you might think about how
your yelling at people makes them feel.

Good luck with that.  "Not yelling at people" is a critical trait of
leadership in an all volunteer project.
