Not necessarily.  It would probably only show that a language is lucky 
enough to have a Wikipedian who is somewhat familiar with the interface, 
or else someone with the know-how to install MediaWiki locally and play 
with it until she or he is sufficiently familiar with it to do the 
translation.

Conceivably, however, a new language WP might be founded by _newly 
minted_ Wikipedians.  I was one such Wikipedian; I learned as I went and 
eventually translated most of zh-min-nan.
