de wiktionary is not yet in utf-8 ? all wiktionary should be.

LanguageDe.php is common for all wikis in de language. There's no a special language file for wiktionary.
(except for de maybe, there is 2 language file, 1 utf-8, 1 non-utf8 as de.wikipedia is not yet in utf-8)
