Regarding the definition of Concession, which Brian pointed out we
still need to do. Can I suggest that we do not make up our own rules
but rather that we define it by someone else's standards (or an
aggregate of several standards). This has the twofold advantage of
greater legitimacy in our decision in the even that someone contests
their non-concession status and also is easier to come by.
I suggestion some organisations that bear looking at are:

I note that ComputerBank, who has generously hosted Wikimeetings
before in Melbourne also has a concession-card policy http://
www.computerbank.org.au/ perhaps they should be consulted on their
definitions.
Also,
We would need not just a way of registering the fact of membership
(and payment) for internal purposes but we also need to produce a
snazzy membership card. This does not necessarily have to have any
benifits attached to it at the moment but it will be necessary in
order to provide physical proof of membership to the person who has
just forked over $20/$40. Actually giving someone a piece of plastic
has great psychological benefits in convincing them we are legit and
not just taking their money for beer.
Finally, I'm not so sure that applying for an ABN is actually that
difficult - I've not done the research yet (bit busy with the final
fortnight of my thesis!!) but from anecdotal evidence it is a matter
of filling in a form and ponying up the cash. Given we're already
registered as an organisation it shouldn't be too hard to get the
office of fair trading to recognise us. As boring as it is, I
maintain the conviction that getting tax-deductability is absolutely
crucial to our long-term success. I'll take this one on as my
personal responsability to follow through unless anyone else wants
to :-)

We have 5, 6 and 7. That is, we are incororporated, we are approved by
the WMF and there is a committee. ! is also, I believe done. We have a
membership application form. What we need to do primarily is:-

2. Define concession.
3. Call for people to apply for membership and send in money.
I do not think we need an ABN at this stage. It could be argued that
having one would be more trouble than it is worth, as the paper work is
large, until we are doing more business than just getting in membership
fees.
I too urge the commitee to work through these last steps.
