I think the "as defined by the committee from time to time" refers
not only to the status of concession (the preceding word in the
phrase), but also to how much is charged (the following word in the
sentence). I see no reason to change the price of $20 at this time,
but I read that sentence to mean that the committee can change both
the definition and price of concession membership whenever they want.

Our rules say "# Annual subscription fee - $40.00, concession (as
defined by the committee from time to time) $20.00." which suggests to
me that the rate is decided, but the precise definition of
"concession" is left to be "defined from time to time".
