I can't speak for your second question, but on the first: have you used
Wordpress? The interface is fairly intuitive and obfuscates many of the
ways to make the site go kablooey - not all, but many. As someone who has
been an admin on their own Wordpress install for years (something that is
true of millions) despite not being a professional sysadmin, I've yet to
bring my site down.
