1) You can write a paragraph-long message to attract people on Meta with 
the bot

1c) any other list of targets (all made manually although some tools may 
help).
2) You can schedule a CentralNotice, preferably with some consensus on 
Wiktionary-l and targeted to users in some user group/above some
