Probably a remote bot (they consume _no internet bandwidth_ when they are 
local) that was not going through an account, much less was it following 
rules in [[WP:BOT]]. If it is still operating, (maybe the operator took a 
hint and did some research), then during the next power failure, you might 
find yourself with a blocked number. If it is *not* operating, and your 
ISP's admin was not clued in, then again, the story concludes with some 
specific IP#s that can be unblocked -- tentatively. Ask your service 
provider, as well as a checkuser, if they know anything about it. Start with 
the talk page for your _previous_ number and abuse at localhost (that domain 
name actually works on a shell account). Then again, if the number was 
blocked for spamming, the usual motivation, then the trick for your admin is 
catching someone in the act (or just knowing what to look for in logs).
