The sensible part of the community is susceptible to persuasion by
rational discussion.  The insensible part is not susceptible by
persuasion by any means.  My recommendation is that the sensible part
needs to accept that it needs to exclude the insensible part from the
community entirely, and proceed to do so.  Unfortunately, as of yet
the sensible part is still too caught up in the belief that everyone
should have a chance to participate to accept that this simply isn't
the case.
