This question is semantically equal to "how do we legislate Clue". The
answer is, we can't.  Tell you what, though - if we restricted
biographical article to those subjects of whom at least one reputably
published biography exists, we'd not have this problem, because the
published biography would indicate the weight to be given.

Sadly that would mean deleting most of the articles on living
individuals...
