It's certainly indistinguishable from "the same but the screen is
playing up"... I don't think I've ever explicitly noticed it. A red
bar around the edges of the 'article' and a boxed note at the top or
the bottom? It would certainly annoy all the OMG THIS IS MY PRETTY
USERPAGE people, but one can argue if that's a bug or a feature!
