I was able to file the complaint.  There was another group in a role  
position a college I noticed besides the user I complained about,  PocklingtonDan, 
who put me down in an election, vandalized an article I had  edited, and changed 
a user page of someone who also agreed with him,  Stillstudying.
 
I don't think my complaint should fall on deaf ears.  I would like to  have a 
better perception of the situation though.  LOL!
