You're missing the point. Where you would see someone who is dragging something continuously out of obscurity to bring it up and rile controversy, the person doing it probably sees it as a legitimate attempt to draw attention to an issue that they see as important.

There's no way to tell what someone's intent is when they do something. Assuming only makes it worse.
