Historic reasons; he started doing it a long time ago, and has kept
doing it since. There have been periodic attempts to change this
situation, which have either been voted down or fizzled out, and there
has been little urgency to Do Something About It, My God, because -
well, it works, broadly speaking. When the community decides it is
doing more harm than good, we'll find a different solution.
