Clerking works well for ArbCom.  Should we have a group of neutral
clerks or moderators on user RfCs?  Most of them are either
unambiguous (one way or another) or a cesspit, not much in between,
but can it be improved by the introduction of neutral moderators? Or
should we simply redirect to the mediation committee?
