I'll have to admit I made a mistake on this one, since policy does allow
DMCA notices.  It still seems bizarre, but it was obviously part of the
policy for a while.

However, the answer to the question about assault is "that would be
irrelevant, unless the assault happened on Wikipedia or the lawsuit
threat was made on Wikipedia".
