You beat me to it.  Indeed, if the architecture was there, then yes, we 
would allow editing from IPoAC.  Unless the pigeon in question is a Tor 
exit node with a policy allowing access to Wikipedia.  Using Tor *is* 
about as slow as using carrier pigeons, come to think of it.
