Merely having an unblocked account on Wikipedia does not make someone a 
member of the community.  I consider a huge swath of bad editors to be 
not members of the community.  Just having an account on Wikipedia does 
not make one a Wikipedian.

And I am NOT willing to overlook any bad behavior.  I am looking for a 
solution which will prevent that bad behavior in the future, and help to 
patch things up from the past.
