[WikiEN-l] Semi-Protecting User Talk Pages

The certainly are times that it is warranted, and admins SHOULD have email 
enabled to be contacted, but [[WP:SPP]] is meant to be a temporary action 
anyway, "a couple of weeks" is generally more than long enough for a talk 
page.
