These two examples (especially the second one) don't seem to fit your
definition, which was "pictures attempting to illustrate a subject in
the absence of definitive information".
I'd say it's hard for an image drawn by a Wikipedia not to technically
violate NOR, so NOR should probably be clarified with these types of
images in mind. What to put in the caption of the image is especially
tricky.
