Unless someone actually bothers to register a user account, we can  
only block the IP. Even if they register an account and we block the  
account instead, all the vandal has to do is not log in, in which  
case we're forced to block the IP. You're asking us for something we  
can't do.

We don't respond well to threats and personal attacks.

Generally we don't grant adminship to people with a history of  
incivility and personal attacks, but you have time to redeem  yourself.
