project that a group of people want to have.

WP:CIVIL is probably more borderline, because it's more about internal 
dynamics of the community than about the encyclopedia.  Presumably all 
communities will come up against issues of civil behavior, but I'd be 
inclined to let them decide how to formulate policies to deal with 
them.  But we can't support an encyclopedia project under the 
"Wikipedia" name that isn't neutral and based on existing, cited sources.
