[teampractices] Phab: Support added for task subtype (bug, feature, etc)

Sounds like "Add fields to support bug specific information" (
https://phabricator.wikimedia.org/T92708) and "Add support for task types" (
https://phabricator.wikimedia.org/T93499) can be resolved with some
configuration, and it would be good for folks that would find this valuable
to express how they would use it. Specifically, I think there is an ask for
what types people would want.
