[teampractices] [FYI] Changes to Phabricator project creation policies

For those of you who haven't been following along, the rules for creating
projects in phabricator have been greatly streamlined[1].

Basically, you still need "permission" to create a "tag" or a project with
restricted access. But you can now create a normal project without asking
in advance, and without reporting that you did so. Quoting the official doc:

For other types of top-level projects (Component, Umbrella, Team, User-*)
and subprojects (Sprint, Release, milestone), you can create them right
away. Just follow the icon/color convention

Of course, you'll want to put some thought into what your new project
should be called. Informally running your thinking past a couple other
people wouldn't hurt.
