I also looked at JFrog artifactory.  A Java application that is exactly
mean for that. But the OSS version doesn't provide the npm/rubygems bit,
although they are in the source code enabling them might breach some
license.

Apache Archiva which, WMF uses for maven, does not seem to support
npm/rubygems.
