[QA] ContentTranslation job re-enabled again

For the record:

<aharoni> IIRC, when you and I met yesterday, we agreed that you'll delete
the failing jobs and we'll restore them after they are fixed.

<zeljkof> I can delete the jobs, I just wanted to confirm that you still
want that
<zeljkof> now jobs' mail notifications are changed so only qa-alerts
mailing list will get notified, reducing noise
<zeljkof> the jobs are still disabled, but if they get enabled by mistake,
notifications are changed, so no unwanted mail will be sent
<aharoni> zeljkof: oh, so if that's the case, you probably don't have to
delete them.
