[QA] Browser tests notifications now send to a mailing list

Hello,

Thanks to Tomasz W. Kozlowski, the browser tests hosted on the Wikimedia
Jenkins are now sending their notification to a public mailing list.

You can subscribe to the list to comment on failures there or to help
report any error occurring.
